Bailey Spencer is a survivor. With no particular skills but her intelligence and will to live she survives the massacre of her family at the hands of a violent pirate who ravishes and kills, driven by a desire for revenge against society. The Dragon has an agenda designed to punish all those who have deemed him beneath them. It started with the man who fathered and then swiftly abandoned him. Bailey's family was wiped out by the Dragon because her father dared to try and organize defenses again his ongoing destruction. By surviving the attack Bailey has left herself vulnerable to his wrath and his insatiable need to find her. His motto was to leave no survivors -- having Bailey alive was an unacceptable mark of failure.

Captain Cole Leighton has his own agenda - one born of revenge as well. Revenge against the gentleman who roamed freely among society and then disguised as the pirate destroyed the very people he befriended. Cole's mother was a victim of the gentleman wiles of the Dragon and while under his spell barely avoided destroying her entire family. Surviving her betrayal was Cole and his brother Griffin. Now the paths of Cole and Bailey have crossed when he found her barely alive on the beach having somehow escaped detection by the very pirate who had beaten her and set fire to her home. As a survivor Bailey holds some valuable keys to the puzzle concerning the Dragon's identity and Cole plans to use her to finally mete his revenge.

Kayla Gray's story reminds us of a time when people were essentially prey to random attacks by unsavory characters but in her book she instills these with almost chameleon abilities to blend in or hide in plain sight. Reminds us to be weary of the wolf in sheep clothing.
