The U.S. border at San Diego gets a lot of business with people crossing to and from Tijuana. Rookie border patrol agent Valentine Pescatore is a street-smart show off. He is arrogant but secretly a softy when it comes to families illegally crossing the border. He sends them back to Mexico but puts a small lump in their pockets before doing so. His supervisor is a hardened man who plays a nightly quota game and demands his team play along. Sometimes, he gets a little too rough with the detainees.

Valentine's life takes a twist after an illegal and unsanctioned chase into Mexico that consequently turns him from border patrol officer into a wanted man. Valentine assists his supervisor with a special mission, to help a Mexican Colonel make safe passageway across the border.
