Claire Kennedy has returned to Lake Bluff, Georgia, as the small town's mayor. She's come home after spending some years as a journalist in Atlanta. Knowing she's gone about as far as she can go in the world of journalism, and reeling from a brutal attack that has left her unsure of herself and wary of men, Claire comes home to heal and create a new life for herself. Not much goes on in Lake Bluff, where her best friend Grace is sheriff, until the summer Malachi Cartwright comes to town.

Lake Bluff's Full Moon Festival is the main tourist event in the small town, and this year Claire's assistant has hired a traveling group of gypsies to entertain. The unusual group of people, led by the intriguing Malachi, appears to be a peaceful group with an unusual affinity to a variety of animals, and Claire is willing to allow them to stay in town, despite Grace's misgivings. All too soon, Claire and Grace have more important things to worry about. A tourist claims to have been attacked by a wolf, and shortly after the first attack, there are two more. Grace can't help but wonder if it's mere coincidence that wolves have shown up in the area at the same time as Malachi and his travelers. Claire and Malachi must work together to discover the true evil behind the attacks and stop them before more lives are lost.
